How Funds Will Be Used

Our $690 million fundraising goal for Velmorya is both visionary and precise. Every dollar is allocated with purpose—building generational wealth, self-sufficiency, and collective power. Below is a transparent breakdown of how funds will be used at each phase, plus how many $100 donations are needed.

 

Note: Each phase includes a modest contingency & compliance buffer (within the listed amount) for audits, insurance, permitting variances, and price volatility.

Phase 1: Campaign Operations & Pre-Planning Staff — $10M

People & Operations

  • Hire core team for pre-planning: Cabinet Secretaries (initial appointments), Program Management Office (PMO) lead, planning coordinator, grants/compliance manager, finance controller, legal liaison, community engagement lead, communications manager, and administrative assistants/secretaries.

  • Fractional CPA, counsel, and project-controls support.

Platforms & Outreach

  • Crowdfunding platform + donor CRM, payment processing, dashboards.

  • Marketing, content, PR, and community town halls.

Readiness

  • Procurement policy, vendor onboarding, data governance, and risk management setup.

Phase 2: Pre-Planning & Land Acquisition — $25M

Land & Entitlements

  • Land purchase for initial Velmorya districts (gated community scale).

  • Zoning, permits, environmental reviews, surveys, traffic & utility studies.

Design & Program

  • Master plan, architectural concept sets, civil & utility schematics.

  • Phasing plan for districts (Legacy, Unity Heights, Greenwood, Sovereign).

People & Ops

  • Owner’s rep, entitlement counsel, community benefits & resident advisory process.

Phase 3: Core Infrastructure, Sovereign District (Early) & Technology — $115M

Horizontal Work

  • Roads, stormwater, water & sewer; power and fiber backbone.

  • Secure gated entry, perimeter systems, and lighting.

Sovereign District (Phase 1 – Early Online)

  • Solar arrays + battery storage (micro-grid start).

  • Water systems (wells, treatment, storage), irrigation network.

  • Initial cultivation blocks (greenhouses, orchards), equipment yard & cold-storage prep.

Digital & Safety

  • Network operations center (NOC), cybersecurity, access control, cameras.

  • Civic Center (Interim): compact council chamber, resident services counter, records office, legal aid suites.

Phase 4: Housing, K–12 Education, Wellness & Commerce — $275M

Homes & Financing

  • Construction of affordable, market, and cooperative homes; live-work units.

  • Purchase & renovation of temporary housing (cargo trailers) for early residents.

  • NL-CMC (New Legacy–Community Mortgage Collective) Seed: $20M to finance all Velmorya homes in-house (down-payment assistance, rate relief, construction-to-perm).

Education & Wellness

  • K–12 school campus and athletic/play facilities.

  • Velmorya Health & Wellness Center; mental-health & holistic care spaces; elder care; Biddy Mason Birthing Center.

Commerce & Civic

  • Farmers market, retail hubs, neighborhood commerce centers.

  • Civic Center (Full Build-Out): larger council chamber, voting center configuration, mediation/hearings rooms, expanded resident help desk.

Required: 2,750,000 donations of $100

Phase 5: Economic Engines — $140M

Enterprise & Jobs

  • Legacy Stock Exchange (LSE) digital platform + financial education layer.

  • Velmorya Business Tower; incubator/co-working; small-business grant/loan programs.

Production & Logistics

  • Food processing facilities, light manufacturing, and logistics centers.

Sovereign District Linkages

  • Value-add lines tied to agriculture output and local procurement.

Required: 1,400,000 donations of $100

  • Harmonia Arts Center (performance, gallery, studios).

  • Faith & Spiritual Centers (Temple of Unity).

  • Velmorya Masonic & Shriners Grand Temple (Prince Hall + AEAONMS combined): ceremonial hall, museum gallery, community-service suites.

  • Divine Nine Row: chapter houses/cultural centers with event salons, mentorship & scholarship offices, shared courtyard.

Museums & Archives

  • Heritage museum, monuments, archives, and public art program.

  • The Sovereign at Velmorya (luxury hotel) to host dignitaries, conferences, and visitors—supporting resident benefits.

  • Velmorya Convention Hall (events, trade shows, cultural summits).

Civic Enhancements

  • Civic Center Enhancements (Event-Ready): press rooms, simultaneous-translation/wayfinding, visitor reception upgrades aligned to Convention Hall.

How the Mortgage Fund Works

​The New Legacy–Community Mortgage Collective (NL-CMC) is our in-house mortgage pool. Your support capitalizes resident mortgages, down-payment assistance, and rate relief. As residents repay, funds recycle to finance the next family—multiplying the impact of every dollar. (Per program rules, mortgage-fund contributors may be eligible for dividends; donations do not grant equity or ownership in Velmorya.)
